[Deploying Sakai] Profs squirreling away old course sites

Paul,

We basically have the same issues, and we addressed them by:

- periodically remembering instructors to unpublish sites;
- periodically running a script that checks if there are events in
courses that have finished (we keep the end date for all courses); if
the course has finished and we have no events, or only "site.visit"
events, we unpublish the site; we do not unpublish sites on the end
date, because sometimes students must have access if there are still
"second-chance" evaluations to be done.
