[Deploying Sakai] Confidentiality Form Pop-up

All,

I have an administrator asking if it is possible to force a confidentiality
form to open or pop-up when a user first enters an organization site.  In
addition, the user would click on an ³Agree² button which would allow them
to enter the site.  I have some ideas, but I¹m not sure if this type of
behavior can be duplicated in Sakai.  If anyone can offer some advice, I¹d
appreciate it.
