[Deploying Sakai] Problem deploying LDAP config

In order to enable LDAP authentication I did a clean build and deploy of the 2.6.0 release of the providers tool with no errors after modifying the xml files as indicated in
http://confluence.sakaiproject.org/display/~steve.swinsburg/LDAP+in+Sakai+2.5

I’m getting these errors when restarting the server:
2009-09-11 12:15:43,818  INFO Thread-1 org.apache.catalina.startup.HostConfig - Deploying web application archive sakai-provider-pack-2.6.0.war
2009-09-11 12:15:43,865 ERROR Thread-1 org.apache.commons.digester.Digester - Parse Fatal Error at line -1 column -1: Premature end of file.
org.xml.sax.SAXParseException: Premature end of file.

And later

2009-09-11 12:15:43,865 ERROR Thread-1 org.apache.catalina.startup.ContextConfig - Parse error in application web.xml file at jndi:/localhost/sakai-provider-pack-2.6.0/WEB-INF/web.xml
org.xml.sax.SAXParseException: Premature end of file.

The web.xml file exists but it is empty.

Any ideas?
