[Portfolio] Proposal: Change Teaching and Learning meeting time to 10 am Eastern

Hi All,

Proposal:  Change the meeting time of the Teaching and Learning meeting
from 2 pm Eastern time on Wednesdays to 10 am Eastern time on Wednesdays.

Reason: Interest expressed from European schools to participate in the
Teaching and Learning group, especially Oxford, and possibly on occasion
S2U schools (Spanish speaking users group representing various institutions)

We've floated this issue several times on Teaching and Learning calls and
have not heard any objections or concerns, so it seems like it will work as
a fine time for existing participants, some showed a preference for that
time.

Silence = consent. Please email the group if you have concerns about the
time change by next Wednesday, November 5, close of business. Otherwise we
will start the new time on November 12 (no meeting on the 5th).
