[Portfolio] Access to portfolios beyond graduation - Matrix tool export?

Here's one place to share this requirement: 

The Teaching and Learning spreadsheet, as elaborated by Janice Smith 
with goals relating to portfolio work, contains this very request on 
line 97, Simple Goal "Download any portfolio one owns for use outside 
the system."  I have added a notation to the Alternative Goal column 
referring to SAK-6069.  See also line 95, "Access any item one owns or 
has permission to access as long as one has an account in the system."

The Confluence Teaching and Learning page gives a link to the 
spreadsheet, and the Portfolio Vignettes page gathers the fundamental 
portfolio requirements.
