[Portfolio] IE8 and 2.6 Portofolios tool

I find that this page has glitches on all browsers. But by moving to  
the newest jsquery, it seems to work as well on IE8 as anywhere else.  
I'm going to ask our QA folks to check it out. If no problems turn up,  
I'll temporarily modify this page to load that jsquery by version  
number. Obviously it would be better to upgrade jsquery throughout  
Sakai, but I don't have time for that kind of QA effort.
