[WG: I18N & L10N] [cle-release-team] Proposal: Remove "es" translation

Nobody from S2U manages the Spanish-speaking Latin America, in my 
opinion we can do it to minimize resources and centralize the management.

I've cc Rafael Morales, i think he is the maintainer of es_MX locale.
