[WG: I18N & L10N] How long does it take to translate Sakai CLE

I agree the issue with the dynamic translation tool is it's unable to 
export in property file format. This really hinders sharing with the 
community. About the performance issues, I've been told they were fixed 
in 2.9, but I don't have feedback from anyone doing testing recently.

The Japanese community is working on centralized on-line translations. I 
hope we will get good news when they've done some testing.

We shouldn't neglect the validation before inclusion.

Regarding being able to do commits, I'm ready to help regular 
translation contributors find a solution better than the current one.
