[WG: I18N & L10N] [Building Sakai] Incongruence in the way tools select the language.

Yes, I've tested in trunk too. The same behaviour.

There are more tools with RSF in Sakai? If yes, they are working fine,
so...  I can check the difference between them in this question and try to
find a way to change it.
