[WG: I18N & L10N] Sakai translation

Hi All!,

We set the user language to Russian.

In Preferences àNotifications

The screen is mostly shown in English.

Only the first sentence and the buttons are shown in Russian.

In the properties file is everything translated correctly.

On one of our test servers we left only one Language in sakai.properties -RU

Can somebody  explain this?
