[WG: I18N & L10N] My plan for smoothly including Pearsons' translations

Hi Jean-Francois,

We tried to use ja_JP_Kyoto to segregate customized bundles at Kyoto from ja_JP some time ago but it didn't work. Are you sure the availability of variant in sakai-2.9.x ?
