[WG: I18N & L10N] [cle-release-team] Proposal: Remove "es" translation

Hi,
I have been translating Sakai CLE to es_MX in Crowin in my spare time,
and it is still below 50%. With more people involved, I am certain we
can have a full translation soon (January 2014).
I agree with Miguel on removing the es files.
