[WG: I18N & L10N] Sakai german translation

Hi again.

Reading my last mail, maybe I have not been clear at all. The properties 
are used to create template pages each time a new wiki is created, not 
only one time at all.

This is, if you set Tomcat to german language and you have deployed the 
tool with german properties, creating a new wiki tool will build their 
template pages in german.
