I assume you've taken a look at https://confluence.sakaiproject.org/display/I18N/How+to+Translate+Sakai ? I'd suggest others who've worked directly on translating Sakai could offer better estimates, but I'd guess a 1-2 month effort, which will require a local Sakai instance and an understanding of how to build & deploy your changes.
