[WG: I18N & L10N] Complete french traduction

Good news, we are going forward for the french translation of Sakai and I
am the main developer assigned on this. We will host a public Sakai server
in sync with our sources if anyone else want to help.

My development environment is setted up but there is many branch on the
Sakai SCM and I'm not sure which one should I use ?

I assume 2.9 will be released soon, but our Sakai instances are on 2.8 and
2.7... and we unfortunaly have a very short deadline (end of April) to make
it happend on our productions servers. Any suggestions ?
