[WG: I18N & L10N] [sakai-kernel] Sakai 3 I18n and L10n

I wouldn't mind having the Sakai 3 equivalent of 
http://confluence.sakaiproject.org/display/I18N/How+to+Translate+Sakai.

I don't know where to go to localize Sakai 3.
