[Contrib: Evaluation System] Consolidated Email Notifications Problems

To clarify this ticket (for the discussion):

The original intent of the ticket was just to document the problems we
were seeing with consolidated available notification not working.

The only changes that happened there were adding 2 checkboxes (easy to
ignore or hide if they are distracting) and disabling the consolidated
available notification because it was not working. Since the available
notifications will soon be fixed by Jim's efforts, we could easily
re-enable that checkbox by changing the one line.
