[Contrib: Evaluation System] Consolidated Email Notifications Problems

Hi again,

   I'd like to schedule a time to discuss the question posed in the 3rd bullet point below. I've created a doodle poll for a t-con -- can we have anyone interested and/or involved in the Evaluations 1.5 release pick a time by the end of this week (September 28th)?
