[Contrib: Evaluation System] Evaluation Available Notifications when using Consolidated e-mailing

I've run across what appears to be a configuration problem, and I'm curious if I am reading the code correctly.  The scenario is as follows:

* Under Administrate -> Control Email notification, Send summary emails (one email per student per email template) is checked.
* Create an evaluation with a distribution list that includes some students and save it.

By default, no "Evaluation is Available" e-mail is sent.  Reminders are sent correctly on the schedule defined for consolidated e-mails, but the original "Available" e-mail is never sent.

Consolidated e-mail processing uses a separate jobs processor from regular e-mails.  When an evaluation is created, EvalJobLogicImpl.jobAction() submits notifications, but it looks like the available notice cannot be sent for consolidated jobs - it looks like dead code.  I've just added a parameter to override this behavior (Force Send E-mail Available notification).  

I'm wondering if I am missing something in the Consolidated Email job processor that should actually handle the available notifications.

Has anybody else noticed issues sending available e-mails when using Consolidated Emailing?
