[Contrib: Evaluation System] Proposal to merge email changes into evaluation trunk

Here is a list of template variables supported for ConsolidatedAvailable and ConsolidatedReminder emails:

			${EarliestEvalDueDate} 
			${EvalSite}
			${EvalCLE}
			${EvalToolTitle}
			${EvalSiteHelpdeskEmail}
			${MyWorkspaceDashboard}
			${URLtoSystem}

These values will be specific to the evaluator (student) to whom the email is being sent and the particular set of evals that student can take.

${EvalSite} refers to the name of the site in Sakai where the student can find the Evaluations tool.  The default value is "My Workspace".

${EvalCLE} is the local branding for Sakai.  The default value is "Sakai".

${EvalToolTitle} is the name of the eval tool.  

${MyWorkspaceDashboard} is the URL that will take a user directly to the eval tool in MyWorkspace.

${URLtoSystem} is the base url that gets any user to the local Sakai instance.
