[Contrib: Evaluation System] Proposal to merge email changes into evaluation trunk

Hey Jim,

I created 4 ad-hoc groups with just me as the sole member of 
each group. I made sure that the "Send Summary Emails" radio 
button was selected before I created the evaluation. However, 
it's still attempting to send 4 emails. I must be doing 
something wrong. Do you think we could talk on Monday to help 
me and Rick test it real quick before it's committed?
