[Contrib: Evaluation System] [New Feature] Defaults for global configurable settings

Hi Everyone
 
Stephen and I were talking about how we can set a setting to
configurable but not be able to choose if that setting defaults to yes,
no or any other value. This is useful to determine what an evaluation
level setting defaults to. eg if "Students may leave questions
unanswered" is set to "Configurable" when making the evaluation will
this setting be yes or no? Admins have to set this in the UI. 
 
Here's our subtle proposal.
 
 
The result of this feature will be to have Configurable Settings have
these options:
Yes
No
Configurable default to YES
Configurable default to NO
We'd love to here your thoughts on this.
