Hi Lovemore,

I'm not sure I understand the proposal.  Are you suggesting that some properties could be settable at multiple levels?  For example, for the setting in your example (students may leave questions unanswered), an admin could set that value to "yes" or "no" and that would control all evals systemwide.  The admin could also set that property to "Configurable default to YES", which would allow someone creating an eval (usually an instructor at UCT) to choose "yes" or "no" for that property on a case-by-case basis, and if neither option is chosen at that point, it defaults to "yes".  Is that right?  Or is it that this might be configurable at multiple levels in a hierarchy?  Maybe you could give an example of how this would be used and where it is needed?
