Hello, has finally been all because of an error. We write in the file 
properties the character '¿' as \ uooBF instead of \ u00BF. Sakai 
behaved as if there was no file.

FWIW, I was switching locales the other day (trunk build) and most of 
the locales seemed fine - ru, pt_BR, en_US, en_GB but a lot of the 
messages for es_ES seemed to be missing, so I do think there is a 
problem with Spanish in particular at the moment.
