Bryan,
This lock is expected and not related to email. (It's related to a task that runs periodically and checks that evaluation state is correct.)
You might look at the SCHEDULER_DELAYED_INVOCATION table. The dates in that table correspond to times when email will be sent. The normal tool behavior is to store pending notifications in that table until the date indicates its time to send a notification. I can't recall how far the tool goes in adjusting what's in that table to match changes in dates made through the tool. I'll take a look at that.

I just did some more looking in the database and I found something that might be causing this, but I'm not sure. In the EVAL_LOCK table there is one entry:

Why would this lock be here, and if I delete it do you think that will fix the problem?

Failing that, you might also be able to look in the EVAL_CONFIG table to see what the value is for Next Reminder.

If that date isn't in the past when the job runs, then email won't be sent (just because the job runs, doesn't mean email is sent, the Next Reminder date also has to qualify).
