[cle-release-team] System requirements draft for 2.9.0

Yep Tomcat 7, Java 6. There has been work done to support Java 7 but I don't think its been tested or run with extensively enough to recommend it, esp since there is no official Java 7 for OS X yet which is the platform that most devs here use [1].
