Waited a bit to see if others might chime in,
I know there is occasionally participation from individuals who are otherwise not involved in Apereo projects on this list, and I would hate to loose their interest if this list moved or merged. I think a lot of the "read only" participants on the list would not move over to other lists because of the big change in signal to noise (form an accessibility perspective).
I also don't think we should make decisions based on speculation about our least active participants.
When other lists faced this type of issue I recall that we consider the subscriber information confidential (I certainly don't know it, and I think that's fair) so I'm adding that [lack of] information for others to consider.
I'd appreciate more thoughts if they are out there.

I think we might even merge further, I'd probably merge qa into core team and I'd agree with moving this into dev as it's *very* low traffic.
I think we really should be able to get the lists down to only dev, user, core-team, spanish and openforum.
Maybe production could be separate from dev, but those issues almost always overlap.
