[samigo-team] use case for curly brackets in text for FIBquestions

Hi Jim.

Our teachers replaced curly brackets by their ANSI codes %7B and %7D in 
HTML. I have not tested this for a while. Does this not work in CK Editor?

I did a patch to replace them automatically in <img> tags, but never 
used it in production. It is at 
https://jira.sakaiproject.org/browse/SAM-2015

I like your idea of using double brackets instead of single, if somebody 
does a patch I would gladly test it.
