[samigo-team] character limit of 4000 in the answer text field

I see. The Jira SAM-1008
<https://jira.sakaiproject.org/browse/SAM-1008>only fixes the
Short/Essay questions as there is no request on Multiple
Choice question type. If you would like to extend the limit for Multiple
Choice question, please file a JIRA ticket.
