[samigo-team] character limit of 4000 in the answer text field

We are using Sakai 2.9.3 and Samigo 2.9.3. The Jira SAM-1008 
<https://jira.sakaiproject.org/browse/SAM-1008> fixes the Short/Essay 
questions but not the Multiple Choice questions. The issue persists in 
trunk <http://nightly2.sakaiproject.org:8082/portal>too.
