[samigo-team] visibility of newly created assessment types

That is the expected behavior. The same applies to question pools  
(available only to user who creates it unless the user chooses to  
share it with other site members). Assessment types don't have a  
sharing feature. The only way to make a new assessment type available  
to others is if a system admin (member of Administration Workspace)  
creates one and then it is available to all users in the system.
