Yep, except my SAM-1088 enforced a retract date if automatic submission is
enabled....... Sorry!  I think we need to add a conditional to check to see
if automatic submissions are enabled.

I am out until Monday morning.  I can revise SAM-1088 if the issue is still
open then.
