[samigo-team] Proposed changes to Settings page

Hi all,

When we met on 11.01, Keli presented some ideas on how to improve the 
Settings page, most notably reducing the number of menus from 14 to 4. 
As the next step, I've fleshed out what the 4 menus would include. The 
corresponding Confluence pages are:
