[sakai2-tcc] Blocker in the release

Okay, along with that I hit a snag in getting BasicLTI out because it still
had a distributionManagement block and kept trying to put artifacts to the
Sakai repository. I've cleaned this up too and all of the artifacts look to
be moving to sonatype now. Hopefully can start the regular release shortly.
