[sakai2-tcc] Blocker in the release

Okay this one is resolved. I came across another one where there was a
circular dependency introduced in BasicLTI via BLTI-203 against
lessonbuilder.

I have filed https://jira.sakaiproject.org/browse/BLTI-233 and am working
to build it through with option #2. I'll wait to release BasicLTI last, but
Anthony confirmed that 1.4.x and 1.4.1 api's are identical.
