[sakai2-tcc] Informal Lazy Consensus - Tools Survey

Some of those there aren't *really* tools though. Like "endorsed" is an
experimental package for overriding Tomcat internals for improved i18n
support and dashboard integration is just a module to integrate clog with
dashboard.

I don't think FormBuilder (Used mostly exclusively for creating eportfolio
forms so would be bundled up in OSP), Hierarchy (as mentioned, not usable
alone) or Reports exist as stand alone tools.
