[sakai2-tcc] IMS LTI 2.1.0-b02 Released

I did some testing of LTI 2.1.0-b01 on my Blackboard production servers that make heavy use of LTI and found two little things that are now fixed:

These are now complete and released in:

If you are doing any testing either use trunk or this tag.
