[sakai2-tcc] Hybrid mode: SAK-23285

Where did you get snapshot from? There are stable released artifacts in
both central and the Sakai maven repo.

Agreed that the use case you put in the Jira (deleting your sakai artifacts
from your local repo) means that offline builds of the full checkout wont
work since this one is only available in a remote repo, so it should either
be added back to main full source build, or removed if it no longer works.
