[sakai2-tcc] Make ECL 2.0 license easily available with the License Maven Plugin

I wasn't suggesting using the license plugin for the main Sakai
codebase, I was just suggesting making the Sakai ECL 2 license easily
available for this plugin to use, and doing it through the Sakai
project.

We locally use this plugin and I can just release an Sakai ECL license
artifact to our local maven repository and use that (which solves
problems for us locally). But as I was doing the work I thought I
might as well make it easily available for anyone else to use. Then it
can be under a better groupId, in a better maven repository and more
easily discovered by others.
