[sakai2-tcc] Plan for CLE 2.9.3

Hi TCC,

Presented to you for your lazy consensus consideration.

The CLE Release team has decided upon the following plan for release of CLE
2.9.3 :

Summary
---------------------------------------------------------------------------------------------------
Scope  - Antisamy on by default, High setting. Some additional fixes and
translations.

Schedule - 2.9.3 for end of July or earlier


Details
------------------------------------------------------------------------------------------------------
[note: by "week of..." I mean anytime during the week. The week of July 1
would mean anytime between July 1 - July 5]

Target dates
-----------------------
- week of July 1 - Merge issues and cut a 2.9.3-rc01
- week of July 8 - Test rc01.
- week of July 15 - CLE 2.9.3 production (assuming an rc02 is not needed)

Scope:

Main purpose of CLE 2.9.3 release is to turn AntiSamy on and a few key
fixes.

Examples of issues to include (but not limited to) -
* There are two security issues already fixed and verified. An additional
three security issues would need verification to get in.
* Several translations are already verified and just need to be merged.
* https://jira.sakaiproject.org/browse/LSNBLDR-227 - is  a blocker issue.
* https://jira.sakaiproject.org/browse/KNL-1060 - listed as a critical
issue, already fixed and verified. - should be merged for 2.9.x for
inclusion in 2.9.3
*  https://jira.sakaiproject.org/browse/SAK-23733 - blocker
