I believe it's the latter. Or at least that's what Unicon had on its brochures.

Despite what the slides said, the official name this year was "Apereo
Sakai Fellows"; in previous years, it was "Sakai Fellows" only.
Confluence actually has the most complete info on the fellows. I have
to update the list to include the 2013 awardees.
