[sakai2-tcc] TCC - CLECC reduced to once a month?

I proposed this change for a few reasons.  First, the North American contingent of the community tends to overuse the telephone to the prejudice of our colleagues based in other parts of the world and this is just another example of overuse.  Second, alternative communication channels exist (da lists).  Third, the call frequency, while arguably appropriate for a newbie CLECC in training, is overkill now, given that alternate communication channels exist.

A challenge indeed and one that's no solution for those sporting an Aussie or South African accent.
