[sakai2-tcc] Mysql tablename case

Perhaps, but if you run with lower case table names turned on, as most do,
then it doesnt matter. Though it would be good to have a standard going
forward. We could then avoid the situation where those that deviate from
the existing recommendation of having lower case table names get so
defensive about their setups.
