[sakai2-tcc] Vice Chair Nominations!

Hello TCC!

The nominations for vice chair end in around 5 hours, so get your
nominations in to the list if you'd like to run for vice chair!

Currently the only person nominated is Anthony Whyte. I have contacted him
and he said he approves of the nomination.
