[sakai2-tcc] Governance proposal: Tiebreaking votes

Agree with Matt, the proposal needs a wee bit more clarity on how the virtual coin toss is to be performed and validated.  One could even hold a coin toss with a real coin.  Fire up a hangout, perform the toss in front of the camera and confirm the results visually before the voting members of the TCC.

Either way, the proposal is a good one.
