[sakai2-tcc] Towards the Sakai CLE PMC

There has been some talk about the TCC becoming a PMC (officially
anyway, I think we are already there in spirit) in a few different
venues (unconferences, calls, emails) and I think we should try to
find someone on the TCC who is comfortable carrying (shepherding) this
forward with the goal of announcing the CLE TCC is now the CLE PMC by
the Apereo June conference at the latest.
Any thoughts? Good/Bad idea? Timeline not aggressive enough? Etc.
