That's correct, there normally shouldn't be any difference between 2.9
minor releases, but in 2.8 there was (when the EntityLinkMigrator api was
added in 2.8.1).

And generally a binary for 2.8 will work in 2.9 but not the other way
around.

The only difference in the tags *should* be the different parent version.
Most projects just have the user run some shell script or maven command
(mvn versions:update-parent) though that doesn't exactly work between 2.8
and 2.9 since the artifacts and groupid changed between purepoms and
master, so the entire parent is different.

I think the bigger problem with going back to 2.8 is that there are some
patches (like SAK-20827) which don't go back to 2.8.

So I'd say that BasicLTI 2.0.x+ is only really compatible with Sakai 2.9+
unless you want to maintain and test two entirely different branches and
revert some of these incompatible changes. For 2.7 there was even more that
needed to be removed.
