[sakai2-tcc] PROPOSAL: release Sakai 2.9.3 (VOTE required)

We did talk about forgoing formal voting but not everyone was at the conference to participate in the discussion.

A challenge that we have right now is that we are waiting on Jean Francois to cast his vote.  He is probably enjoying the traditional French holiday in August.  I have written him individually but have received no reply. 

Release 2.9.3 vote tally [1]

+1 = 12
0 = 1
-1 = 0

Sam and Matt are ready to start the release.  Their schedules are not infinitely flexible.   The idea that we need to hold off until JFL votes (assuming he is available) or until Tuesday at midnight before proceeding with the release does not make much sense to me given the overwhelming sentiment to proceed.

I'd like to see pragmatism triumph here over a strict interpretation of the rules.  However, that is not my call to make.

On Monday I do plan to propose that we drop formal voting on maintenance release readiness in favor of the release manager announcing his/her intention to release under the terms of lazy consensus.  Sam will 2nd the motion.
