[sakai2-tcc] [Building Sakai] New Feature: Assignment Peer Review SAK-23812

I just set the default group property to true at r128112 for QA servers.

Just as a note, I didn't send to the TCC list or was expecting an official
vote.  I just was looking for community voting and feedback.  The TCC is
just so active that it usually turns into an unofficial TCC vote :)
