[sakai2-tcc] CLA process discussion

Infrastructure is currently a private project. This was the current
recommendation for the past X months for anyone new. Create a Jira account,
put the CLA on this jira. There is no way to mail or fax it, it has to be
scanned and done like this.

Though none of the documentation was ever updated to reflect this, though
Chris and I basically told anyone asking if they wanted to be able to
commit on SVN this was how it had to go.

I agree though with Apereo that the process for all Jasig/Sakai should be
the same and managed by the foundation (or Concentra) like it was in the
past. If they want to fund the writing of some database submission and
retention system like Mark advocates for (or maybe already have one),
awesome, but nobody on this list is going to write that. That would make
the "signing" process easier though as the click wrap agreements are
essentially just the same as someones signature (if done correctly)
